Marketing Team Structure for 2027: Who Decides | Jam 7

21:26

In this Blog

## Key insights

- 43% of B2B marketing decision-makers said their marketing department had been significantly restructured (Forrester, October 2026).
- 66.5% of marketers in Marketing Week's 2026 Career & Salary Survey found an AI skills gap in their team (Marketing Week, May 2026).
- Only 12% of consumer and retail marketing executives cited effective, clear governance as a distinctive feature of their operating model (McKinsey, October 2024, via MarTech).
- At Anthropic, meta-work around agents rose from 10% to 22% of employees' interactive AI sessions, autumn 2025 to spring 2026 (Anthropic, October 2026).
- Labour's share of the marketing budget rose from 21.9% in 2025 to 24.5% in 2026 (Gartner, via MarTech, October 2026).

A **marketing team structure** is how a team divides its work, its decisions and the accountability for both. For years, that structure was drawn around making things: writers, designers, campaign managers and the agencies behind them. As AI agents take on more of the making, the drawing stops matching how work really moves. What is scarce now is judgement: who decides, who checks and who signs off.

Deciding who owns each call is one step of [marketing planning](https://jam7.com/blog/marketing-planning-without-the-coordination-tax) for 2027, and the one most plans skip. This guide shows how to design a marketing team structure for 2027 around **decision rights** rather than tasks. It covers where work waits today, what decision rights are and who should approve what. It then sets out a B2B structure with agents in it, which roles change and how to make the change without a reorganisation.

## What is a marketing team structure?

A marketing team structure is the way a team divides work, authority and accountability. It sets who does each job, who decides what ships and who reports to whom. Most guides draw it as an org chart of roles. In 2027, it must also [show who checks agent output](https://jam7.com/blog/workslop-ai-checking-cost-marketing).

The **organisation of marketing** has always followed how the work gets made. Most teams use one of four familiar shapes:

- **By function**: content, product marketing, demand generation, events and marketing operations, each with its own lead.
- **By product or segment**: small groups that own a product line or an audience from end to end.
- **Central hub with spokes**: a central team sets brand and standards, and regional or product teams adapt them.
- **In-house core with partners**: a small team directs the work, and **agencies** or **freelancers** do the specialist jobs.

Each shape answers the same question: who makes the work? That was the right question when making took most of the time. A **digital marketing team** built around channels made sense when every banner, email and post was built by hand.

It is a less useful question now, because when a first draft takes minutes, the time goes on briefing, checking and approving it. A structure that only names the makers leaves those steps to whoever has a gap in their diary.

The **org chart** still matters, because it sets **reporting lines**, careers and budgets. But it rarely shows who can approve a claim, change a message or stop a campaign. That missing layer is where most of the delay in a modern **marketing organisation** sits.

So when we talk about marketing team structure in this guide, we mean both layers. One is the boxes on the chart, and the other is the decisions they own, the layer AI is changing fastest.

## Why does AI change the shape of a marketing team?

AI changes the shape because it moves effort from making to deciding. Agents can draft, adapt and format at a pace no team can match. People then spend more of their week briefing agents, checking what comes back and making the calls agents cannot make.

Many teams are already being reshaped. [Forrester's pulse of B2B marketing decision-makers](https://www.forrester.com/blogs/greater-pressure-and-influence-define-b2b-marketers-outlook/) after the second quarter of 2026 found that **43%** said their marketing department had been significantly restructured. And **34%** said marketing headcount had fallen in the quarter.

[Anthropic's report on how AI has changed its own workplace](https://www.anthropic.com/research/employment-at-anthropic), published on 16 October 2026, gives an early view of where this is heading. It describes one AI company, not a marketing team, and the authors warn that many of its employment practices "cannot be replicated across the economy". Even so, the direction is worth studying.

In an April 2026 internal survey, **20%** of Anthropic respondents described their role shifting from doing the work to **managing agents**. What the report calls **meta-work** rose from **10%** of the average employee's interactive Claude sessions in autumn 2025 to **22%** in spring 2026. Much of the rise was agent management: "writing specs for multi-agent runs, looping one agent to review another's output, and monitoring pipelines."

That management work is real work. It has to sit in someone's week, with someone's name against it.

One example sits close to marketing: a product design team that wrote short product copy built a context graph to guide agents. The team then moved into agent prompting and writing prompts and evaluations for the model. As one person quoted in the report put it, "Writers who used language to drive human behavior are now using it to drive Claude behavior."

The lesson for a marketing team structure is not that roles vanish. It is that the same people move up a level, from writing the asset to setting the rules the asset is written by. A structure that does not name that work leaves it with no owner. It then gets done late, in someone's evenings, or not at all. A marketing team structure built only for making will strain as agents take on more of the drafting.

## Where does work wait in a marketing team today?

Work waits at the approval step. Drafts are quicker than ever, but sign-off still runs through a few busy people, often by email and chat. When nobody owns a decision outright, assets queue until someone senior finds the time to look.

The people who could decide are the people with the least time. [Optimizely's June 2026 study](https://www.optimizely.com/company/press/2026-global-data-study) surveyed 2,003 marketing leaders across seven markets, including the UK. It found **39%** say they are too busy managing workflows, outputs and day-to-day demands to spend enough time thinking strategically or developing new ideas.

The pattern is not new. In The [CMO Survey](https://cmosurvey.org/marketing-contracts-under-economic-pressure-despite-growing-value-and-ai-gains/), marketers spend **68%** of their time managing the present and 32% preparing for the future. That split of roughly two to one has held every year since 2019. The latest wave covered 308 marketing leaders at US companies in January 2026.

We see a simple mechanism behind this: agents can create work faster than people can review, approve or publish it. Without visible flow and sensible limits on work in progress, faster making just creates a longer queue.

That is why the queue is a structural problem, not a people problem. The **marketing leader** who signs everything off is not slow. They are the only named owner of decisions that should be spread across the team. A marketing team structure that leaves every judgement call at the top will always queue there, however good the agents get.

## What are decision rights in a marketing team?

**Decision rights** are the agreed answers to who can decide what, who must be consulted and who has the final say. In a marketing team, they cover claims, messages, budgets, channels and publishing. Without them, approval defaults to whoever is most senior or most available.

Most teams run on unwritten rights. Writing in [MarTech on 14 October 2026](https://martech.org/marketing-has-outgrown-the-organization-built-to-run-it/), Gareth Chilton described how people have filled the gap. Someone in creative knows which product image is approved. "Somebody remembers that legal rejected a claim last time, even though the rule doesn't exist anywhere in the workflow."

Agents cannot work that way: an agent, Chilton notes, needs the right data and "rules defining what it may do". It also needs "thresholds determining when it must escalate, and somebody accountable when it gets the decision wrong." His summary is worth pinning to the wall: "Permissions encode authority, approval rules encode governance, and escalation paths encode accountability."

That is the real design work in a 2027 marketing team structure. [Software can run an approval path](https://jam7.com/blog/ai-compliance-framework), but as Chilton puts it, "it can't decide who should have approval authority." Only the team can make that call, and it has to be made before the agents arrive, not after.

Few had done it when [McKinsey asked](https://www.mckinsey.com/capabilities/growth-marketing-and-sales/our-insights/connecting-for-growth-a-makeover-for-your-marketing-operating-model), in research published in October 2024 on 104 C-suite marketing and growth executives in consumer and retail businesses. Only **27%** considered their organisations to have mature marketing operating models for advanced use cases. Only **12%** identified effective and clear **governance** as a distinctive feature of their operating model.

Decision rights do not mean more control from the top. Done well, they push routine decisions down to the people closest to the work, which makes the marketing team structure flatter in practice. The Head of Marketing keeps the calls that shape the business, and stops being the bottleneck for the ones that do not.

## Who should approve what in a 2027 marketing team?

Give every recurring decision one named owner, one named checker and a clear point at which it escalates. Keep people on the calls that need judgement, such as positioning, claims and budget. Let machine checks catch spelling, formatting and banned phrases before a person looks.

A simple **decision map** makes this concrete, and here is a starting point for a B2B team:

| Decision | Who decides | Who checks | When it goes up a level |
| --- | --- | --- | --- |
| Positioning and key messages | Head of Marketing | Product marketing | Any change to what you say you are |
| Product claims and proof | Product marketing | A subject expert | A new figure, customer name or comparison |
| Brand voice and tone | Brand or content lead | Machine checks, then the lead | A new format or audience |
| Channel mix and spend | Head of Marketing | Finance partner | Spend above an agreed threshold |
| Routine assets | The asset owner | Machine checks, then one person | Anything that fails a check |
| Regulated content | Legal or compliance | Legal or compliance | Always, before release |

The point of the map is not more sign-off but less. Each decision gets one owner rather than a committee, and everyone else is consulted rather than approving. That is how a marketing team structure shortens the queue instead of adding to it.

Write the map where agents can use it, not only in a slide deck. An unwritten rule is one an agent cannot follow, and one a new hire only learns by getting it wrong. Keep the map next to your positioning, audience and proof, so people and agents read the same rules.

Treat the map as part of your marketing team structure and review it as often as the org chart. Give each decision a deadline too, because an approver with no deadline is a queue with a name on it. Then measure how long work really waits at each decision, and move the slow ones down a level.

## What does a B2B marketing team structure look like in 2027?

A B2B marketing team structure for 2027 has four layers: direction, judgement, orchestration and making. People own the first three. Agents and specialists share the making, working from the same written context. The org chart can stay much the same, while the decisions each box owns change.

Here is how the four layers fit together:

- **Direction**: the Head of Marketing or **CMO** sets positioning, priorities and budget, and owns the trade-offs between them.
- **Judgement**: **product marketing**, brand and subject experts decide what is true, what is on-brand and what the buyer needs to hear.
- **Orchestration**: **marketing operations** owns the system itself, including the context agents work from, the approval rules, the flow of work and the measures.
- **Making**: agents draft, adapt and format, while **specialists**, agencies and freelancers add depth where it compounds.

At a UK B2B tech company, a Head of Marketing typically owns demand generation, product marketing, brand and content, marketing ops, events and partner marketing. That is a wide remit for a lean team. In a **B2B SaaS marketing team structure**, each function keeps its lead, but the job description changes.

A **content marketing** lead moves from writing every asset to owning the voice and the rules behind it. A **marketing manager** who spent the week chasing approvals becomes the owner of the flow. A **social media** manager spends less time resizing posts and more on the conversations only a person can have.

Marketing operations is the part of the marketing team structure that changes most. It stops being the team that runs the tools and becomes the team that runs the system. It holds the context, the rules and the measures, and it can see where work waits.

Ownership of AI is moving into marketing at the same time. In a [BCG survey](https://www.bcg.com/press/15june2026-cmos-ai-transforming-marketing-transform-function) of 300 CMOs published in June 2026, roughly half said the marketing organisation now leads AI investment decisions within their function. The same research found leading CMOs "creating critical new roles and teams, redesigning organizational structures, and rewiring processes".

Agents on their own do not make a **virtual marketing team**. Without owners for each decision, they make a faster queue. It is the split between strategic and execution work, applied to a team with agents.

## How should an in-house marketing team structure work with agencies and agents?

An in-house marketing team structure should keep judgement inside the team and send making wherever it is fastest and best. Agencies bring specialist depth, and agents bring speed. Neither should hold the context or the final decision, or both will cost more in briefing than they save.

Agencies often add the very steps that slow work down. Every new brief means re-explaining the business, and every handoff is a chance for the strategy to drift. Adding agents to that model without changing it can repeat the same problem at a faster pace.

The mix is already shifting. Forrester's 2026 B2B Brand and Communications Survey found **93%** of respondents use agencies in some capacity. Yet, as [Forrester's Karen Tran wrote in July 2026](https://www.forrester.com/blogs/as-ai-use-expands-b2b-marketers-become-more-selective-about-agency-spend/), "AI-driven efficiencies enable teams to bring more work in-house." For content creation, the share expecting to increase agency spend fell from **41% to 26%**.

Chilton makes the same point about functions inside a business. Creative operations, marketing operations, sales and service may each deploy their own agent, shaped by that function's own goals. His warning is blunt: "The silos haven't disappeared because they now have APIs." Citing McKinsey, he warns that adding capabilities to existing structures can, in his words, "reinforce silos, duplicate activity, and add layers of decision-making."

Budgets are still flowing into people. In [Gartner's 2026 CMO Spend Survey](https://martech.org/adding-ai-or-headcount-wont-fix-a-marketing-skills-gap/), as reported by MarTech, labour's share of the marketing budget rose from **21.9% in 2025 to 24.5% in 2026**. The top barrier to efficiency from AI, cited by **38%**, was a lack of internal AI expertise and talent. Gartner's Ewan McIntyre put it plainly: "AI is not a shortcut around marketing capability."

So the in-house team should own three things outright: the context, the decisions and the measures. Agencies and freelancers then plug into a system that already knows the brand, rather than rebuilding it in every brief. Agents work from the same context, so their drafts arrive closer to done. Whatever the mix of partners, the marketing team structure should make clear who owns each brief.

That changes what you buy from partners: depth, ideas and craft, not the work of re-learning your business every quarter.

## Which roles change, and which stay human?

The roles that change most are the ones built around producing assets by hand. The work that stays human is judgement: strategy, claims, taste, relationships and the final call. Most people keep their job title and change what fills their week.

Hiring at the frontier is already shifting: Anthropic found that hiring managers "increasingly emphasize autonomy and judgment, relative to technical domain expertise and implementation." For non-technical candidates, customer and mission orientation rose, while discussion of execution skills fell. Non-technical staff described the change this way: "that 20% that was strategic becomes 90% of the job."

The skills to do this are thin. Of the 2,350 marketers who answered [Marketing Week's 2026 Career & Salary Survey](https://www.marketingweek.com/cmos-grappling-ai-skills-gap/), two thirds (**66.5%**) identified an AI skills gap within their team. Optimizely also found that **69%** of C-suite leaders say AI adoption is fully aligned across their organisation. Only **27%** of analysts in those organisations agree. The burden falls hardest on the teams closest to execution.

In practice, three new duties appear in most **marketing team roles and responsibilities**:

1. **Context owner**: keeps positioning, audience, proof and past decisions written down and current.
2. **Named approver**: holds the final say on one kind of decision, with a deadline for making it.
3. **System owner**: usually in marketing operations, runs the rules, the flow and the measures that show where work waits.

None of these needs a new hire, but each needs a name against it and time in the week to do it. Put them into your marketing team structure as named duties, not as extra tasks for whoever is free. A context owner who only updates the positioning when a launch forces it is not really an owner.

The human work grows in value as the making speeds up. Strategy, customer insight and the judgement to say no are exactly what agents cannot supply. We explore what stays irreducibly human in [what happens to marketing teams in the agentic era](https://jam7.com/blog/what-happens-to-marketing-teams-agentic-era).

## How do you change the structure without a reorganisation?

Change the decisions, not the boxes. Map your recurring decisions, name one owner for each, and write the rules where agents and people can both use them. Then measure where work waits. Most teams can make this change within a quarter without redrawing a single reporting line.

Chilton is clear that this is not a call for upheaval. "That doesn't imply another restructure, a new empire inside marketing, or a single function taking control of the whole system." He argues that "when an outcome depends on capabilities across several functions, the organization needs decision rights and operating relationships that span the same boundaries."

A practical route looks like this:

1. **List the decisions**, not the tasks, from positioning to publishing.
2. **Name one owner** and one checker for each. Everyone else is consulted, not approving.
3. **Set escalation points**: the figure, claim or spend that sends a decision up a level.
4. **Write it down where agents can read it**, next to your positioning, audience and proof.
5. **Measure the queue** for one normal working week: how long each asset waits for each decision.
6. **Review it monthly** and move decisions down to the people closest to the work.

Start with one workflow, such as the monthly campaign email, rather than the whole team. Prove that the queue shortens, then extend the map to the next workflow. Your marketing team structure on paper can stay as it is while the decisions move. Tie each step to the **marketing plan**, so the decisions you map are the ones your **marketing strategy** depends on.

Expect the map to keep moving. At Anthropic, employees with at least a year at the company were **50% more likely** to move departments each month in 2026 than in 2025. Roles will keep shifting as the tools improve, so build a structure you can adjust each quarter, not one you redraw every two years.

## What changes when context and approvals are designed in?

When context and approvals are designed in, people judge the work instead of repairing it. Every draft starts from the same positioning, audience and proof. Checks run before a person sees the work, so the named approver spends their time on the decision, not the typos.

That is the model behind the **Agentic Marketing Platform® (AMP)**. People set the direction, the priorities, the success criteria and the approval rules. Agents draft from a **Shared Marketing Brain** holding your positioning, audience and proof, and **brand QA** runs before the named approver sees the work.

A marketing team structure with named approvers and shared context is what makes that possible. That is what **human in the loop** should mean: people placed at the decisions that need them, not spread thinly across every step. It holds whoever provides the system, and it holds for teams that build their own.

If brand drift is your first problem, start with the checks rather than the chart. Our [marketing QA checklist for AI content](https://jam7.com/blog/marketing-qa-checklist-ai-content-drift) drift sets out what to check, and how often, without slowing the team down.

## What to do before you set your 2027 team

A marketing team structure for 2027 should be drawn around decisions, not tasks. Name who decides, who checks and when each call goes up a level. Write those rules where people and agents can both use them, and measure where work waits before adding headcount or agents. For the full 2027 plan, read our guide to [marketing planning](https://jam7.com/blog/marketing-planning-without-the-coordination-tax) without the coordination tax. Then [book a demo](https://jam7.com/book-a-demo) to see how shared context and named approvers shorten the queue.

## Marketing spends half its time waiting.

84% of UK B2B marketers say their last asset spent at least half its time waiting. See where the time goes, and measure yours.

## FAQs

[See all FAQs](https://jam7.com/faqs)

### Will AI agents replace people in my marketing team?

Not in the way the question fears. Agents take on more of the drafting, adapting and formatting, but the decisions stay with people. At Anthropic, hiring managers increasingly assess applicants on judgement and commitment rather than on the execution skills AI tools automate. In a marketing team, that means fewer hours making assets and more hours deciding, checking and talking to customers. The marketing team structure changes more than the headcount does, and your judgement becomes more important, not less.

### What should stay in-house, and what should go to an agency?

Keep the context, the decisions and the measures in-house, because those are what make every other piece of work land. Use agencies and freelancers for depth, ideas and craft that you cannot hire at your size. Forrester found 93% of respondents to its B2B brand survey still use agencies in some capacity. The question is what you buy from them, not whether.

### Who should own the AI agents in a marketing team?

Marketing operations should own the system the agents run in: the context, the rules, the flow and the measures. Each function then owns the decisions its agents feed. Chilton's test is a useful check. Every agent needs rules for what it may do, a point at which it escalates and somebody accountable when it gets the decision wrong.

### Should a small team copy an enterprise marketing department structure?

No, because a marketing department structure built for hundreds of people adds layers a small team cannot staff. Copy the decision rights instead: one owner per decision, written rules and a measured queue, all of which scale down to a team of two. If you are working out how to structure a marketing team from scratch, start with the decisions you make every week. Then build the roles around them.
